Sabilulungan is a Sundanese local value that can be adopted in development. As a characterizing concept of development, Sabilulungan has its strength (leverage force), weakness, as well as supporting and inhibiting factors, all of which affect the transformation of government management in the implementation of development in Bandung Regency. Based on the results of the research, it can be concluded that the value of Sabilulungan in the transformation of government management has become an ideology of development. The strength and synergy that the Sabilulungan concept brings can bridge the differences among the stakeholders of development in Bandung Regency. The adoption of the Sabilulungan value in development has proven to have the potential to break the walls of arrogance, bringing all regional government apparatuses to work together on a development program without being hindered by the rigid formal bureaucracy. The Sabilulungan value can also bridge conflicts arising from village-level political dynamics and build the collective awareness of village people and village officials to work hand in hand to produce creative, innovative, and environmentally-aware solutions to problems related to public welfare and village development. Furthermore, the adoption of the Sabilulungan value can motivate village apparatuses to maintain their commitment and responsibility in achieving the common goals of development.
